March 24, 2015 Madigan: "I wrote [Summers] about 'campaign' mode...LHA to take Lead....City Ought Not Be In Campaign"

Note the emails below--some of which I just obtained after 6 months of stonewalling and delay from City Hall--4 months after the election.
So Summers, Madigan and two business leaders (David Stein and Paula Reed) are discussing and orchestrating a "campaign" that the city "ought not" be involved in.
So they want "LHA to to take the lead" (Summers, Madigan and Bullock are all part of LHA as elected leaders).
But Summers is telling Madigan the "materials" for the "campaign" will done soon for the "campaign" they "ought not be in."
And few days later CCF attorney Michael Meehan and CCF Trustee Tom Gable (i.e. LHA/CCF) send Butler hundreds of pages of stuff assembled and prepared by the CCF legal department which are immediately posted on the city website as is without review or edit and remain there today.
So Summers, Madigan, and Bullock together with corporate interests have, among other things, used a "charity" and public asset belonging to the city
in an admittedly improper "campaign" and also used the city website a a "campaign" tool for something they acknowledged they "ought not be" involved in.
LHA/CCF money funded the "Vote no on 64" campaign.
Note that Madigan used her private email account in the hope of evading scrutiny but she soliciting business leaders to come to Council, i.e. acting in her official capacity.

Hi,
After tonight's meeting I decide we need to sit down with a few people and get a plan together. I also
thought this over the weekend after a meeting I had with Paula and David.
I know we don't have any more on the contract with Barb Paynter but I thnk we need more than
communications at this point anyway. I think we need to get a full outreach plan together including:
materials ‐ an FAQ, a palm card, talking points
speaker's training ‐ we can get a volunteer coach for interested supporters
list of events ‐ we all need to get out there and talk, including block watches and more L2L
We need to recalibrate our communications efforts. I'm concerned that the negativity is gettign ahead of the
possibility.
Can we talk tomorrow?

Hi, Paula an David.
I hope you can both come to the next COW. This one will focus on development possibilities
for the footprint and how it may impact the rest of the downtown and the city.
I asked Patty Ryan and Ian to participate with Dru as the lead. Patty wrote a thoughtful letter
to council a couple weeks ago so she will talk about those ideas. Ian is key to the
conversation as a voice and resource for all. David, if you/DLBA have anything formal or
informal to present, I will make sure to make time for it, too. Even if you want to update us
on your outreach, that would be perfect.
I wrote an email to Mike about "campaign" mode. He wants to engage the LHA to take the
lead, which is as it should be. The city ougth to not be in a campaign but we can certainlly be
a bigger and more vocal part of an outreach effort. He said the materials will be done maybe
tomorrow. I'll get more updates later this week.
