I really don't have a complaint about the parking system. I use similar systems in my travels, and they work most of the time. The ones that I visit usually have space numbers on small raised signs that don't get covered by snow.
I prefer the uncluttered aesthetic of the numbers painted on the pavement, like Lot B, but the city will have to be sensitive to parkers in snowy weather. The "Parking Enforcement Team" should make a more permanent "Parking NOT Enforced at this time" sign, and keep it handy for system maintenance, malfunctions, and snow.
I must admit, though, that I had to make a quick stop in DowntowN last night (Parked in the lot behind Cerny Shoes.), and was happy that there was a convenient meter right in front of my car.
