Backyard mystery??

Was digging in the backyard flower bed, and found this. It goes down several feet. I think I can see the Chilean Miners! Anyone know what this is??

It looks homemade. Probably some cement to hold a pole. Might there have been a basketball
hoop there? Or it could be an abandoned BP test well.

It could be from an old gas well. Lakewood is full of them. Almost looks like the pipe was cut down. We have one in our yard. The Ohio Department of Natural Resources might be of help with this.

I it could be the casing for a well the fire prevention bureau has a map of known wells. What is exposed is not enough for ODNR to make a conclusive evaluation. More soil would need to be dug up and an attempt to get a sample of any gas would be helpful.
