Whose side is the PUCO on?

So, they raise the rates to the point where so many indigent people cannot pay that they have to triple the PIPP surcharge to $1.71 per MCF. That will cost me about $200 a year! I don't mind helping people who really need it, but this is excessive. Whose side is the PUCO on? Can I claim that amount as a charitable deduction??
