Please find the time to view the lovely way that the Plain Dealer tries to entise the residents of Brockley ave into subscribing to their paper. After many attempts by a number of residents to stop this it continues on.

Glenn--- I had a brief chat with one of the PD carriers last week. She flat out said that they (the carriers) were littering. But, she said that dumping the Sun Herald on the lawns was part of their Thursday route, and, in fact a PD supervisor followed up to make sure the papers had been dumped all over the place and visible!
I do feel that the carriers are in between the proverbial rock and a hard place on this activity.
I would suggest this as a solution (is Kevin Butler monitoring the Deck today?)---
The PD carriers schedules are very regular and that shift of the Police Dept. is aware that they are out and on their normal rounds. On Thursdays, they usually dump the Sun Herald at the same time as the PD. I would suggest that the Police Chief or head of the Building Dept. contact the Plain Dealer circulation department and inform them that any papers are to be placed on the front porch of a residence and that any paper on a lawn, tree lawn, driveway, etc would be considered littering.
And, that police on that shift would be monitoring carriers on a random basis and if any carrier violated that procedure they would be given a citation for littering.
This would give proper notice to PD management that residents of Lakewood don't appreciate littering and it violates the law.
I would also suggest that during this contact that that official request that a letter be posted at the circulation sub station informing the carriers of this.
Let the brilliant PD management develop an alternative marketing plan that doesn't literally trash the City.

I would love if my papers actually made it to my porch. Instead they sit in my driveway always in a puddle or in the yard again in a mud puddle. I cannot count how many papers were ruined because of this and money that I had to spend because of this. So I had to cancel. I feel bad asking my neighbors for their newspapers (for my dogs..and I am always looking for clean dry newspaper..hint) because I canceled mine. But I could never read it. AUGHHH!!!!!!! I need to start smacking heads soon. This littering has got to stop.

downtown area. I really like Tom.
