Hi,
A couple of months ago I read a story about some teachers in the LA School system that were paid to do nothing. I fact there were so many of them paid to do nothing that the School System could no longer afford a space for them to sit in so they were told not to come to work, but they would still be paid. I thought, well that's LA for you. But today I saw a similar story relating to NYC. See: http://news.yahoo.com/s/ap/20090622/ap_on_re_us/us_rubber_rooms
700 NYC teachers are paid to sit in a room 8 hours a day.
Ok, now I see West Coast and East Coast and I wonder is the a common thing through out our country? So, I know that people that know this answer are regularly on the Deck. Please, answer this question:

Would the implication here be that some teachers are bad, or....
would the greater implication be that the wheels of educational administrative inefficiency can be mind-boggling at times?
The fact remains, for anyone so inclined to research topics like this, that a number of these disputes simply involve interpersonal and sometimes petty or controversial interactions between administrators and staff, often having little to do with education. Otherwise, I would think that there there would be prompt hearings held and appropriate actions taken.
Were there sufficient evidence to involve the courts, the courts would of course, BECOME involved, and should be. Due process, however, is a constitutional right for all Americans, and not just teachers.
To blame unions for administrative actions like these would be disingenuous in the exteme, because it is the administrations that initiate those types of actions. Teachers' unions simply protect their members from being railroaded by insuring due process, and by helping their members in dealing with the arbitrary and capricious garbage that comes along every now and then.
In our neck of the woods, to directly answer Donald's question, I believe that such situations around here would be very, very rare occurrences indeed.

The last I looked Lakewood teachers average a 95% attendence rate. That means the average teacher only misses 9 days a year.
I might someday put in a public records request for the use of sick time by administrators; it might be an interesting read.
