It would be nice to have a president that is not connected to good ole boy network.

it would be great for a president to do that. but it is generally considered a breach of protocol. They've got to have a series of lower level ministers speak with the other guys ministers.

I don't know if this is a holdover from the days before telephones and railroad travel.

In the United States' own case, we're better off this way. Shills like George Bush and George Bush Jr and Reagan. would be totally walked over in regular face to face dialogues with other leaders. They function better riding the enormous inertia of the system.
