The letter goes on to say that the lawn will not be fully rooted prior to becoming dormant this winter. Whatever. The entire tree-lawn will need to burned and re-planted in the spring.

Are they doing this service in the spring? Or is this something that the homeowners are responsible for?

The city or Terrace Construction should re-do the planting at their expense.
