This situation is taylor made for the nuissance ordinance. Supposedly the administration has finally decided to take the ordinance seriously.

Contact Ed Favre and see if this is the type of situation that is covered under the ordinance.

Bad tenants (citizens) drive out good tenants (citizens). Take some action and keep us posted on your progress. This can be a good way to test the enforcement of this ordinance.

One more suggestion. Everytime you are disturbed by these guys, call the owner of the property. Start off the conversation with something like:
It's two o'clock in the morning. Your tenants woke me up so I thought I would wake you up.

The City should have some contact information.

Your best bet would be to get the City to enforce the nuisance ordinance. The idea behind the ordinance is to put the landlord and tenant on notice that there is a problem. Hopefully either behavior changes or people move.

Since the ordinance was the brainchild of Ryan Demro the administration is not eager to enforce it.

Somwe parking ordinance language which may help......certainly a justification to bring to the attention of your councilperson/police/mayor:

351.01 LIMITATIONS ON PARKING.
No person shall stand or park a vehicle except when necessary to avoid conflict with
other traffic or with the provisions of this Traffic Code, or in compliance with the directions
of a police officer or a traffic control device, in any of the following places: ........

(s) Upon any private property between the building line, as shown on the Building Line Map of the City of Lakewood, and the street line, except upon driveways, including circular accessways and turnarounds where applicable, parking lots, or in an area improved for vehicular use and approved by the Planning Commission. (Ord. 10-76. Passed 2-16-76. )


351.18 TIME LIMITATIONS.
No person being the owner or having possession or control of a vehicle, shall park or permit such vehicle to remain parked on any street in the City for a period in excess of twenty-four hours:

(a) While such vehicle is in a disabled condition; or

(b) Without usage in the usual and ordinary manner even though such vehicle is moved from place to place on the same street
