According to the Chronicle-Telegram, Kos offered his help in September and remains willing to help.Councilman David Kos is proud of the dog laws enacted in his city and was dismayed to hear local news reports about a pit bull controversy in Lakewood alleging that that city’s laws were based on what was passed in Avon Lake.
“I take exception that Lakewood is stating that (their dog law) is based on Avon Lake’s law primarily because our law does not have breed-specific legislation,” Kos said. “The law they’re proposing has breed-specific language, and we went out of our way to not have that in.”

Our city hall doesn't have the time.
Especially Tom Bullock.....he's too busy diddling around on his smart phone.
Particularly during council meetings.

From that same Chronicle article:
Kos said he saw Lakewood was having the same controversy with the breed and reached out via email last September to Lakewood Council President Sam O’Leary but received no response.
O’Leary said Monday in an email that he appreciated Kos’ offer, but he did not draft the proposed ordinance.
Typical behavior from Lakewood council and administration - when the facts don’t suit your narrative, just deny!
Who drafted the proposal that was introduced by Bullock, Litten, and O’Leary? Does it matter who wrote the actual words when they all got behind it?
And O’Leary can’t even be bothered to respond to a kind email from a fellow suburban councilman.
Sam O’Leary, your arrogance transcends your ignorance.

Council meetings are only a required facade for the public. All the important business discussion and decisions are made in a small room in the back of city hall in a shame of a public meeting called Committee of the Whole. Unless of course it was discussed between council members before any public meeting.
