Plywood storefronts

Plywood storefronts
While picking up lunch at the SouperMarket I noticed lots of plywood where windows should be across the street. Does anyone know if the plywood is there because of renovation or are they temporary closures awaiting window replacement due to vandals or something in between?

The Futon Store had a window broken out, with plywood on it.
Next to it is the new Phoenix Store under construction, with brown wrapping paper in the window.
There has been a rash of window breakings in the city.
