From WCPN.org:
"No more dunking on basketball courts in Bedford, Euclid and Lakewood. The hoops have come down. Some praise the removal as an effort to curb bad behavior. Others call it racism. Basketball courts attract kids and young adults who have nothing to do. Games can turn into shoving and swearing matches. Suburbs are removing basketball hoops to regulate behavior. Some call it a culture clash, since the players are often African American. Are city officials overreacting? Or should they go even further to preserve community standards? Barring basketball in the burbs... Join Regina Brett for the discussion tomorrow morning on The Sound of Ideas."

Nothin' shakin' on Shakedown Street.
Used to be the heart of town.
Don't tell me this town ain't got no heart.
You just gotta poke around.

a good strategy
It could be a good strategy to prevent attracting goons and lowlifes to the area.
To actually ward them off the basketball courts will have to be replaced with tennis courts.
