Proof that LOI Fails Summers' Test--Metro Proposal Passed

I have attached below an email Mayor Summers sent me on April 10, 2015 setting for criterion for any option for the future of Lakewood's healthcare. Please note:

1. That the LOI advanced by Summers/Madigan et al failed Summers' requirements even after 7+ negotiation sessions that Summers participated in.
2. The Metro proposal of September, 2014 met all of these criterion--BEFORE there were any negotiations---Summers never tried to negotiate with Metro.
2. The first and second conditions that Summers set down are contradictory: How could we grow inpatient volume without serving folks outside Lakewood.

Summers' email show once again that he has failed even his own standards.

Summers failed and refused to meet with me and Mr. Haber as he had promised.

In the weeks that followed, I realized that Summers will only consider the LOI, and no other proposals.

So like Metro, Summers refused to meet and discuss options with me. No wonder Metro felt used.

His CEO "run over everyone" style of leadership is a complete failure on the hospital matter.

His stubbornness and failure to admit his failures and change his course is costing the hospital $28K per day in losses

Brian,

I appreciate your taking the time to gain an understanding of the scope, complexity, and nuance of each element of this issue.

If there are other options, time is of the essence to identify them. I would expect any option that you develop would address the following criteria:

1) Grows in patient volume from the current less than Breakeven level, anticipates the loss of future volume to Lorain, and actually gains additional paying customers using procedures that are profitable for a hospital
2) Addresses the health care needs of Lakewood’s citizens, not some other citizens
3) Can supply an adequate quantity and quality of primary care physicians- both near term and long term
4) Does not leave the city of Lakewood holding an empty, obsolete structure without some obligation to address this vulnerability
5) Identifies a real source of Capital improvement money to ensure adequate clinical performance.
6) Leverages the technological and market place forces to provide long term viability.

Thank you for spending the time to meet with me. I have processed much of what we discussed and I am consulting with healthcare lawyers, business people and doctors to develop a comprehensive strategy to deal with this crisis. I have met and/or spoken with four council members so far. You have my sincerest commitment to work with you and the other City leaders for the next 11 years if need be to ensure we solve this problem for our City. Please believe me when I say I am finding that we do have options.

I would like to meet with you and Ken Haber as soon as the two of you are able.
