Recycling & water rates

With mandatory recycling, I expect my water bill to go down, like the more you use the less it cost? I wonder how much water I'm using to rinse out my recycled mayonaise, salad dressing, sour cream and ketchup bottles?

I have heard that the city doesn't need these containers to be completely clean (not sure if anyone can confirm). I assume most of us do it to avoid smells or pests when stored inside the house.
