Lakewood income tax on CCF docs/attorneys

Cleveland Clinic docs and attorneys have spent considerable time in Lakewood, attending City Council meetings, LHA meetings, Subsidium meetings, etc.

Lakewood should calculate their hours, their pay, and send them a bill for the Lakewood city income tax!
