When private developers risk their own money they are casting a vote of confidence.

When they refuse to commit their own money they have no confidence.

What is the market telling us?

Cuyahoga County is set to spend millions to subsidize a Start development in downtown Cleveland.

Can you have a central core if the cost of subsidizing that core requires cannibalizing everything else within 20 miles of the core?
