Why Can't City Hall Work With Contractors or Wild Horses?

In an April 7, 2014 email to Jeff Dreger, Tom Bullock states the following in response to the issues raised in the "RR Citizens more important than Lkwd Children?" thread:

While I'm doubtful that Tom has ever ridden a wild horse, I am curious as to the reason Tom and City Hall are having so many problems working with contractors.

Why is that?

And, to paraphrase a former elected official, "Perhaps the issue is with City Hall and not the contractors."
