Only 1 Elected Official At City Hall Elected First Time
While sitting around trying to figure out just how important the appointments are, I came
to a startling discovery.
Tom Bullock is the only elected official at City Hall that was not appointed to a seat first.
Cindy Marx, will be the second.
Out of 8 possible electable positions, only 1 not appointed.
This is why I have always called it "The Lakewood Way."

Summers was appointed to replace FitzGerald (County Exec).
The new Ward 2 rep will be appointed to replace Bullock (at-Large).
If my memory is correct, Anderson was appointed to replace Kevin Butler (Law Director).
When were the other appointed, and who did each one replace?
I thought Madigan was elected after Roth served out her final term.
Am I mistaken? Did Roth leave office early?

Juris and Nowlin were both appointees before winning elections.

There are 9 elected positions at city hall... One mayor, seven council and one municipal judge. Was Judge Carroll appointed before elected?

Peter- Judge Carroll was appointed by Governor Celeste to complete the term of Judge Harold Craig who resigned due to health reasons around 1984.

Concilwoman Mary Louise Madigan told me today at Blackbird Bakery that her and Bullock
were the only two, and Cindy Marx would make the third.
Someone mentioned to me the other night that council has a good history of electing quality
people that might not be electable. To his knowledge out of the last 10 appointed, only one
was a dud.
Maybe they are better off picking them.
Hmmmmmmmm how would they be at picking a City Manager?
I know for a fact the 82% of council love Mayor Summers, the last 18% stays away.

To be fair, most of these people have been subsequently elected....so they must be doing something right.
As I've mentioned before, I think the high cost of campaigns has definitely discouraged people from running.
I considered doing it years ago, but the amount of time, money and energy devoted to a campaign is overwhelming.

This was not an attack on being appointed. Far from it. They have a pretty good history of
appointing people that do well. The person I was talking with could only think of 1 bad
choice, though they were re-elected.
Council does have a pattern of appointing people that would probably never win a first
election. Bryan Powers and Ryan Nowlin, even Monique Smith come to mind, though
Monique seemed to enjoy campaigning. As an incumbent, in this town, as long as you
do not get caught with an underage sheep at the Days Inn, you are re-elected. If you were
it would merely tighten the race.
Maybe we should make it show you could not spend more than you would make in the
position over 4 years on campaigning.
One of the complaints about City Manager over the past 4 years was that would you want
this council to hire the City Manager, and it would appear they have a good selection process.
Maybe it is time to revisit it.
