Peter,

Be patient.

I'm sure that City Hall will be forming a committee/task force to look into these questions very soon.

And then City Hall will ban snow altogether.

I suspect it's pretty simple....

heavy = enough snow that the plows are out

covered = heavy snowfall has not been removed

24 hours = 24 hours after the street is first plowed

The bottom line is that we all need to cooperate so the the crews can do their job reasonably effectively.

Tim,

I'm not sure those definitions are very enforceable. That quadricycle/quadracycle/quadcycle/quadrocycle comes to mind.

We already had laws on the books prohibiting texting while driving that City Hall didn't have the moxie to enforce.

So, I think Peter asks valid questions.
