I don't think so...
That would make 3 councilman from Ward 1.
That would not be fair for the rest of the City.

Rhonda--- geographical representation as a proxy for income/class/party has been a perennial topic of political discussion since my active involvement in Lakewood politics (circa 1970) and from oral histories provided by my mentors whose tenure extended back another half century.
My suggestion for those who feel disenfranchised-----------get on the ballot and run like everybody else who has to get elected.
