Take a look at this video from C-SPAN.

I guess we will never know the truth, the chairman wouldn't take an accurate count and said his decision was not allowed to be questioned. Gotta love this kinda of power.

What's the matter, Ryan? Republicans got nothing new to be outraged about? There definitely seemed to be something hinky going on there, but this is over two years old.

If anyone's interested in a more detailed account of what actually transpired there, this article appears pretty neutral in its account.
