The first fascist president was Woodrow Wilson, a progressive Democrat.

Wilson and his progressive allies sought to remake the nation through:

Eugenics - The selective breeding of human beings to "improve the race", along with forced sterilization of inferior races and those with "inferior" genes. That line of thought still exists among some liberals. Most notably, Justice Ruth Bader Ginsberg who talks of eliminating the undesirables and Obama's science czar, John Holdren who supports complulsory abortions and other means to control populations.

Social control - During WWI Wilson and his progressive allies imprisoned hundreds of thousand of people for the crime of opposing Wilsons war policies. Newspapers that didn't follow the party line were closed. People were encouraged to join groups and organizations whose purpose was to harass, intimidate and kill political opponents. The war was seen as a means to mobilize the people for a greater social purpose. Most progressives view individual goals and individual rights as a impediment to a higher social order.

Progressive Americans like FDR and others were big supporters and admirers of Mussolini, Italy's fascist leader. They agreed with his basic philosophy that democratic government got in the way of the new social order and that the state could harvest the fruit of liberal economics buy destroying liberal culture.

In this case I mean liberal in the classic sense, not the modern version which is more properly called progressivism.
