If Only The People Were Poorer The City Would Be Richer

That seems to be the battle cry of those who advocate tax increases to balance the budget. They argue that people would be better off if they had less take home pay. Of course that argument does not apply to those who are employed by the City or the State. For government employees life is just a long series of double digit raises followed by early retirement.

Almost all City and State spending is for pay and benefits. You won't balance a budget until you control that cost.
