If I recall this removes federal penalties from states that allow marijana for Medical reasons, which include Chemotheraphy and Glacoma.
I'm not sure we need to penalize these people either.
The state penalties would still be in effect.

I believe it removes all federal penalties for personal possession for all people . You are right however the State laws would still be in place.
What it will do is give the (some) power to decide how to govern back to the States.
