I have been researching the small government past.

Apparently the idea was to get various Native American tribes in the Northwest Territory to cede land for about a penny an acre. then sell it for 1 to 6 dollars and acre to colonists. This enabled the Feds to provide meager government services for fifty years.

Despite 3/4ths of trade being with Britain, speaking the same language, and having the same religious beliefs, and both believing in some form of representative government, we went to war with Britain twice in thirty years. the French destroyed or robbed a few hundred U.S. cargo ships in the west indies during the 1790s, but we did not go to war with them despite having very little trade with them.

anyways....we can return to the small government past by using privatized portions of Social Security to buy acreage in Siberia for a dollar an acre, then selling it to colonists for several times that amount later.
