Since the City of Lakewood is interested in promoting "safety", perhaps they would start warnings, followed up by issuing tickets to runners and joggers that refuse to use the sidewalk. Instead of using the sidewalk, they put on earphones, and run/jog with the traffic thinking they have legal rightaway over two ton plus vehicles. It appears the Police Department is not enforcing the current ordnance as I seen them drive by people jogging or running in the streets.
371.05 WALKING ALONG HIGHWAYS.
(a) Where a sidewalk is provided and its use is practicable, no pedestrian shall walk along and upon an adjacent roadway.
(b) Where a sidewalk is not available, any pedestrian walking along and upon a highway shall walk only on a shoulder, as far as practicable from the edge of the roadway.
(c) Where neither a sidewalk nor a shoulder is available, any pedestrian walking along and upon a highway shall walk as near as practicable to an outside edge of the roadway, and, if on a two-way roadway, shall walk only on the left side of the roadway.
(d) Except as otherwise provided in Section 313.03 and 371.01, any pedestrian upon a roadway shall yield the right of way to all vehicles upon the roadway.
(e) Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.

On a similar note - please watch out for E-Bikes and E-Scooters on the sidewalks. The ordinance governing their operation on streets only is also not enforced by the police. Walking/running on Lakewood's streets may actually be safer than walking/running on the sidewalks with these vehicles travelling 35 mph . .

When I had worked downtown, one of the perks of taking smoke breaks was that there were frequently attractive and fit women jogging by the office. So, I would like to encourage physical fitness…almost every day!

I may be mistaken, but I was with the understanding this discussion is about the risk to runner/joggers on city streets, not the effects of smoking or sexual fantasies.
Colliding with a electric scooter board on a sidewalk while running is much less traumatic than being hit by a two ton vehicle on the street.

While this may be true, I would rather not be hit by anything while walking on the sidewalk. I am a heart patient and either would probably kill me.

LOL, such is true! However, only if Lakewood is not profitable to the scooter board company will the City make any changes, and until a runner is hit by a car will the City enforce the ordnance.
