So we went down and took some photos, made some calls and got some answers.
The very unattractive concrete barriers were paid for by Bar Italia, they also paid for the installation and will pay for the removal in November. They are actually concrete barriers used last in the Republican National Convention. This is part of a program started by Councilman Tom Bullock and Councilman Jason Shachner to give bars and restaurants more space, even though the mandates are lifted and bar/restaurant occupancy is over 173% of this time 5 years ago.

I asked why the Bar Italia patio was not in front of Bar Italia, and was told, "The owner wanted to keep the first two spots open for food pick up."

As we always do, you can be sure we did our homework.
One of the interesting things is, at the end of the discussion I had to wonder if City Council did their homework.
You ask why?

Well the restaurant actually had more room to put a patio behind the place, though the seldom used parking spots for management would have been lost.
This would have put the patio next to the patio owned by the Lakewood landlord John Granzier of Merry Arts.
So instead of making Detroit safe for bikers, riders, walkers, tax payers, people with strollers or in wheelchairs, and having the chain use private property, Tom Bullock said no way, let me give you our bike lanes, parking places side walks and streets to drink in.
Who am I kidding the thought never even occurred to Councilman Bullock, too much work.
