How Do You Make a Precinct Dry?
Sometimes that is the only option.

Ironically, it was the outrageous behavior of patrons not far from this site that caused Councilman Kevin Butler to hold a meeting with residents offering the same suggestion back in 2005. Resident had taken to patrolling their streets with guns and baseball bats as they had been fed up with the actions of bar patrons coming to and from the bar. Kevin called the meeting in after an old man had threatened a guy taking a leak in his bushes.

I think drying a precinct in Lakewood is a pretty tall order, even when people are angry.
Having said that, precincts are pretty small. For example, my precinct is west side of Westlake to east side of Granger, north side of Detroit to South side of Clifton. Therefore, in this case, the licenses affected would be Cap and Corks, Carnicero, and Booths. And of course anything else in between, but those are all the current licenses. Untouched would be Plank Road, Game On, and Uptown Mart, which sells wine and beer. Every bar and package store outside those bounds, which must be 100 of them, would be untouched.

As they are not that large it is not as hard as one thinks. Of course make residential up of the area matters. But neighbors were able to convince Taco Bell not to show up. Two blocks away the residents were able to convince Wendy's not to show up. I think with the mindset of your neighborhood and talking with your neigbors about what has been described as the "Xanadu of Craft Beer and Corn-holing" could make it easier. It's funny when it was being described the selling point was "It is idea is hot in Austin Texas" which underlines the lack of imagination and critical thought at City Hall. Last time I was there Austin was in the middle of a desert with very little rain and even less cold weather. Also Austin has become pretty tight for new businesses to start not wanting to kill the "strange" cool they have developed. "Strange in quotes as "Strange" is a term they use to market Austin.
There is also a group growing in Birdtown getting ready to vote that precinct see how the Bar of God aka Church Bar across from the school will perform.
Lakewoodites are becoming more and more aware City Hall is not there for the residents, but mostly for themselves and their business friends.
One of the problems of trying to become the West Bank of the Flats is that sooner or later you become the West Bank of the Flats and it all ends in a weekend. Of course that plays into developers hands, and we know City Hall loves developers far more than residents.

Yes.
It can go by precincts, multiple precincts and or entire city.
