Defining "Public Money" Given Away to "Friends": So What?

R.C. 149,011 (C) defines "Public money" to include "all money received or collected by or due a public official, whether in accordance with or under authority of any law, ordinance, resolution, or order, under color of office, or otherwise. It also includes any money collected by any individual on behalf of a public office or as a purported representative or agent of the public office.
(E) "Color of office" includes any act purported or alleged to be done under any law, ordinance, resolution, order, or other pretension to official right, power, or authority."

So, Summers, Bullock, and Madigan headed the board of a "City Owned Hospital" that the Clinic expert said was worth more than $150M.

So, the CAFR says the City "sold" the "City Owned Hospital" to for $9.6M.

So, City Hall, including Summers, Bullock, Pae and Butler all said we didn't own the hospital and the "money" was not "public money."

So, Pae signed and affidavit notarized and filed in Court by Butler claiming that the alleged $32M in "money" that the Master Agreement says is to go to the "New Foundation" will be "received by the City."

So, City Council and Summers appointed a Foundation Task Force to decide what to do with the "money."

So, Summers told the New Foundation Task Force he does not want the City to control the "money".

So, Butler gave the New Foundation Task Force instructions that they are covered by the Open Meetings Act while they decide what to do with the "money."

So, Sam O'Leary said that City Council does not have to agree to what the task force decides to do with the "money."

So, Butler, City Hall, and their insurers are spending tens of thousands (and possibly hundreds of thousands) of "money" to fight, deny and hide what has happened and what continues to happen now and into the future regarding "money" given away and to be given away.

So, does any of this involve "public money"?

So, City Council members are saying "So What" let's move on?

So, should we just move on and "come together" as a community?

So What?

Brian,

Not too long ago, I called the Board of Ethics for the State of Ohio in regards to possible violations regarding public money. I was told that the Ethics Commission does not handle cases such as this.

Really? I have commented before that it appears that either someone at the city, county or state level has some sort of connection to this commission.

I could name names, but, I think we can all surmise who might have arranged for the Commission to be "swayed" to rule in one side's favor. :roll:

Thank you for posting. Reviewing the facts presented, its abundantly clear that an outside investigation is needed. Will Marcy Kaptur come out of the shadows and review the legitimate claims posed by Lakewood residents?:

“Mike Summers is among the finest mayors with whom I work,” said Rep. Kaptur. “His steady leadership, experience, and commitment will keep Lakewood moving forward. Mike Summers’ commitment to environmental stewardship, job creation and retention, and community building make him the right choice in this year’s election,” said Kaptur, concluding, “Mike Summers has my support.” Oct. 20, 2015

1,500 jobs lost?
Less access to healthcare?

This was a public transfer of wealth from public to private hands under the guise of a "wellness foundation".

The $372.81 on 6/29/16 is interesting. Who sits down to make a contribution and says "I'm going to donate $372.81 to this person?" Not me, and not anyone I know.
