Mano stuff there same reason, investigation. They exist, but public doesn't need access to them until law enforcement and legal is through. Or maybe never at all.

There are almost 50 sections on the Deck, most people can't see most of them. Some are private meeting areas for groups, ideas, back ups, all sorts of things.
