Anybody with half a brain should know by now that council was a part of the hospital plan. Summers even lined up his friends to run in each ward, except 4 in the council election. How about John Litten? If this wasn't conflict of interest, what is? Some people seem to think that council should be excused. Really? How many readers and posters have filed any state or federal complaints? Just asking?

I think there were and are varying degrees of knowledge by each member of council of the "hospital plan" along the way. The dynamic of concealment and deceit by some continues today. Certainly Madigan and Bullock were insider's and other were included and co-opted into "parts" the circle at varying times and to varying degrees.
You are right that Litten was in a conflict--that is why he resigned from the LHA Board. That does not mean that he had complete insider's knowledge of the full "plan"
at all times.

I believe that Litten was in on it from the very beginning. I am assuming that he attended all LHA meetings or read the notes. As far as when every council member found out, they had plenty of time to say "aye" to Summers and vote unanimously to close the hospital. I feel that it is time for people to stop defending them here on the Deck. Look what a great job O'leary is doing. We all thought Madigan was a bitch, she was replaced by Little Lord Fauntleroy. There is no excuse for any of them. They could have reported what was going on behind the scenes to the proper authorities. Instead, they appear to have taken their cuts and kept quiet.
