What are the rules/laws about our tree lawns?

What are the rules/laws about our tree lawns?
Hi Folks,
Today as I walked my dogs down belle avenue south of Madison, two doggy bags heavy with excrement that i had picked up (i'm not one of the people the P.U.P. signs are aimed at), I crossed the street early because I could see someone else coming at me with their dog. As I did so, I walked through the corner a senior man's treelawn near the driveway apron on my way to the sidewalk. He was cutting his grass near the house and hollered out at me to keep off his grass and use the sidewalk, with the nasty gravel/growl that some old codgers develop. I smiled and waved and apologized (even though I don't think there is anything wrong with what I did) and continued on my way. He waited for me to get a few steps away and then hollered "fucking stupid" at me. So I turned around with my hand to my ear giving him the "what was that?" expression. He repeated his demand about staying on the sidewalk, and I said I apologized for that, "and did you just call me stupid". Of course, he was only brave when I had my back to him and didn't want to continue our exchange.
First, if this was any of you (I doubt it), go screw yourself!
Second, it's my impression that the tree lawns are city property that each resident is charged with taking care of. I know city workers need no permission to dig it up or rip out a tree. Is it illegal in any way for people to walk across the treelawn grass? Did this guy have any right to yell at me or demand that I not step foot on it? I know the mail carriers on my street haven't used the sidewalk since, well, ever. But I'm not even talking about the front yard, I'm talking about the treelawn between the sidewalk and the street.

Tree lawns are considered city property, not individual property owners'. However, the property owner must maintain the tree lawn in front of their property.
So, I'd go back to that nasty old bastard's and sit on his tree lawn with your dogs and their shit.

Ha ha! I was pretty angry about this yesterday. I probably shouldn't have posted it. I think I was hoping the actual person would see it and feel ashamed of his behavior.Todd, Nice looking dogs!
