What is in a Person that Makes Them Think a Crime is Easy to Get Away With

I will never understand how a persons mind fools them into thinking it is okay to commit a crime, no one will catch me. Seems like the next thought would be " what if do get caught, what will people think of me "? What is lacking in the thought process that convinces them to do it anyway.

If they are wealthy and powerful, they probably will get away with it.

See: Bush Administration lying into a war. Noone faces charges.
Wall Street crashes economy. Noone charged.

There may be some folks locally that think they are above the law. Will they be proven right?

Wealthy and powerful seems like a description of a non-profit that closed our hospital.
