It is now clear that Summers and City Council gave $70M in value away for free. They claimed a major benefit of the Master Agreement was a "Guaranty" of long term ER services.
The Master Agreement contains only one sentence about future "emergency service" services--at Section 2.4 the sentence is:
"For as long as the Clinic owns and operates the FHC [transfer station], the Clinic agrees to provide emergency service on a 24/7/365 basis in Lakewood."
Problem: They did not define what "emergency services" are in the agreement. The agreement does not require the Clinic to operate an ED or ER for as long as the Clinic operates the "transfer station", just provide the nebulous "emergency service." Huh?
So City Council members are touting their success at the negotiating table, but they got nothing that is enforceable.
For example, on February 11, 2016, Councilman Ryan Nowlin accused me and the Referendum Petitioners of being "irresponsible" if we were successful in getting Council to properly risked uninterrupted ER services.
But it is Mr. Nowlin and Mr. O'Leary (lawyers who should have known better) and their colleagues who got only a flimsy "Clinicesque" unenforceable sentence in exchange for a $70M give away. Hmmm

We have known for a long time that there will not be an official emergency room in Lakewood. At this present time, it appears we can't change that. We have to do more than just write on the Deck to fight for justice. That is why I posted the contact information here on the Deck for the Ohio Supreme Court, Board of Professional Conduct regarding Judge O'Donnell. We have to call or write if we want a fair trial. This is an example of being proactive. We have to do more than just repeat information on the Deck. Anyone who is interested in being proactive and needs information, addresses, phone numbers can PM me. Let's get moving!
