Anybody know what this is about? This person was standing with her sign at the northeast corner of Madison and Robinwood, the street that dead-ends into the high school.

I did some leg work on this and talked to a long time resident (more than 15 years) of that stretch of Robinwood. He says a "gypsy-like" lady that lives in the building behind the sign-holder comes out and throws birdseed all over the sidewalk every day for the birds, and has been doing this for as long as he can remember.
