Considering the length of the mandatory leash, that must be interesting.
That could be part of why, with the dense population we have in Lakewood, and liability, the "No Dogs in Parks" rule was made.
Leashes are required in every part of the MetroParks except for the dog park.

My dogs are special, I am not.
However having never been allergic to dogs, I remember as a kid with my early dogs, everyone, I repeat everyone used to open their door and let their dogs out. There was only one fence in Lakewood, and the density was 70,000 not under 50,000.
Dogs were allowed in all of the parks without leashes. I am willing to be the law came into effect in the late 70s. Like the chicken law in 1985.
No matter, I loved taking Gaston to the rive where I could throw a stick or frisbee(special floating one) into the river and watch the dog swim downstream to get it. Favorite place would be under the Lorain bridge. Another spot where it seems Rangers have a more realisitc view of dogs and pets would be Stinchcomb, where rarely are dogs on leashes.
