One of the items of interest was the experience of Sunnyvale, California.
By measuring actual performance against benchmarks and budgets and giving bonuses for meeting or exceeding standards the City was able to deliver levels of service equal to peer cities with 40% fewer employees.
Translation: What the hell were you doing all day? Why is that urinal still running? If you can't do it I'll find someone who can. How long are breaks anyway? Why are you always sick on a Friday?
