Federal Law allows more spying at State and Local Levels

I guess the two questions I have is:

1) Have we federalized our safety forces? or the police force?

2) Have we gotten any money from this latest change e.g., more cameras? And what we had to give up for it?

I know we had a group of people on the safety initiatives, can any of you answer these questions?
