I'm confused Stan.

The information was a draft from Ms. Pae, who I think we all will acknowledge knows about this.

Are you assuming that there is something incorrect with it?

Maybe the City should build a new jail on Berea Road; a jail that would handle all of the City's needs and the needs of neighboring Cities. It is possible that a jail built to hold 150 or so short term prisoners could be a profit center. At $200 a day each that comes to $11 million per year in revenue. There has to be some profit in that kind of money. Rather than a drain on City resources the jail could be revenue generator.

I am not in favor of adding more police officers. You would have to hire 15 officers to have 3 on the street at any one time.

If the work load is too heavy then those officers not on patrol duty could be put on patrol duty and some of the duties of police officers could be farmed out to private security firms.

Anyway, I like that you are thinking in terms of solutions and possibilities rather than just complaining.

The new president of council should be a person that is willing to challenge the underlying assumptions of City government, challenge the bureaucracy and demand results.

Lynn,

Stan is trying to rewrite the history of the George Administration on fiscal issues. See the email below from Jennifer Pae, it clearly indicates that there is a deficit. Every member of council knows that it exists. I think part of the reason the George Team continues to deny that it exists is because that was one of the claims that Fitz was found in violation of during the election. If there is no deficit then Ed is in violation, if there is then the George claims are baseless.

Good Morning, At last night's Finance/COW Meeting, City Council determined the following regarding the 2008 budget hearings that every division and department needs to be aware of:

1) The City is facing a budget gap (projected expenditures exceeded projected revenues) that each department and division must be willing and able to offer solutions, especially in the manner that the City provides services. Please plan on attending the Thursday, December 13th special interdepartmental CitiStat session from 8:30 a.m. to 10:30 a.m. in the City Auditorium, in which a presentation will be given on the documents in the November 15th Budget Strategy Packet. There will be an overview of the Core Services Survey, the Comparative Staffing Analysis, and the Grow Lakewood Structural Task Force Recommendations, as well as a Question & Answer Session. Prior to that meeting, the Division of Finance will be distributing your 2008 budget worksheets.

2) A 45-day temporary appropriations ordinance will be passed, instead of the usual 1st quarter duration that ensures City operations until a permanent budget ordinance is passed by March 31, 2008. This stresses the urgency and importance of this year's budget process.

3) Budget Hearings will begin in January, and meetings will be held every Monday and Tuesday evening and Saturday morning throughout that month, and possibly into February. The schedule of when your division will present has not been determined yet, however the focus of the hearings will be how your division will offer potential solutions to the budget gap and how to ensure financial strength and stability in 2008 and beyond.

4) Each division will need to provide an explanation to Council of the 2008 anticipated memberships and subscriptions for your division. Please contact me with any questions or concerns you may have.
