It should be noted that the actual number of permits pulled have actually decreased over the past few years, while the type of projects (public) have inflated the revenues.

The decrease in the permit rates were to prevent the shifting of tax dollars from the library and schools to the city.

Mr. Demro,

This is scary, but I think I understand. Am I correct that the theory was that the money was voted for the construction so the mayor and council felt that all the voted for increases should go towards the entity that asked for the levy?

If so, then a tip of the hat to all of you. I was looking at it back-ass-wards. To take fees from the schools or libraries and divert them to the general fund would actually be going against the intent of the voters. Now it makes sense. :o
