Cuyahoga Community College To Open Lakewood Campus?

Tri-C has opened a new campus in Medina County in Brunswick:

The article states that the new TriC- campus will complement a new Cleveland State Campus also located in Brunswick. Students in Brunswick like the idea of being able to be so close to home, schools and work. Brunswick City officials are excited about the synergies the deal will create. CSU and Tri-C officials have said similar facilities in Lakewood would make no sense.
What makes no sense to me is that Tri-C can spend $10 million to build 20 class rooms and insist that the facility can be operated for less than the operating costs of its Cuyahoga County facilities. How can this be?
The broader questions:
If:
Cuyahoga County institutions are hell bent on expanding their operations to areas outside of Cuyhoga County
to: serve people who once lived in Cuyahoga County
and: no who longer pay taxes to Cuyahoga County
why: should any business or individual choose to stay in Cuyahoga County?
I sometimes think we are being forced to buy the bullets they use to shoot us with.
