Lakewood Outsources Ticket Collection?

I can see by my new parking ticket that Lakewood has somehow found it better
to outsource parking ticket collection to Newport California?
Now I suppose it might make sense, after all Indiana outsourced running their turnpike
tolls to a company from Germany.
But doesn't it...
1) Fly in the face of Lakewood collecting our own taxes, opting out of RITA
2) Underline other inefficiencies?
You can still pay them here in Lakewood too.
