LPL Board of Trustees and Director James Crawford

Yesterday, I had the honor of attending a Lakewood Public Library Board of Trustees meeting and the pleasure of meeting the new director, James Crawford. Good luck Mr. Crawford! I look forward to working collaboratively with you and your trustees throughout the 2009-2010 school year and years to come.

As an aside, the Lakewood Public Library is a “school district free public library” and the Lakewood City School District Board of Education appoints the Library Trustees under R.C. 3375.15, which provides, in part, that:

In any school district in which a free public library has been established, by resolution adopted by the board of education of such school district, prior to September 4, 1947, such library shall be under the control and management of a board of library trustees consisting of seven members. No one is eligible to membership on such board of library trustees who is or has been for a year previous to his appointment a member of a board of education making such appointment. A majority of such trustees shall be qualified electors of the school district, but a minority may be qualified electors of the county who reside outside the school district, and all shall be appointed by the board of education of the school district. Such trustees shall serve for a term of seven years and without compensation. Except as otherwise provided in this section, all vacancies on such board of library trustees shall be filled by the board of education by appointment for the unexpired term. Such board of library trustees shall organize in accordance with section 3375.32 of the Revised Code. Such board of library trustees shall have the control and management of the school district free public library and in the exercise of such control and management shall be governed by sections 3375.33 to 3375.41 of the Revised Code. This section does not affect the term of any member of a board of library trustees of a school district free public library appointed prior to September 4, 1947.

These terms are incredibly long, especially for appointees. 14 years? Three terms is a generation. That's ridiculous.

Actually, one term is closer to meeting the definition of a generation.

Yes, I agree that outside of a lifetime appointment of a federal judge, 14 years is the longest period that I have ever heard of for any position in any jurisdiction in the whole country. Frankly, I was ignorant of that fact and just assumed that the terms would be four years.

Perhaps the sclerotic effect of such a long term is now starting to make some sense as a partial explanation for the incredible blunders which lead to the resignation of one of the nation's top library directors and the departure of a top notch assistant director who declined to even apply for the director position.

I was using generation as the time it takes to grow up, become an adult and have a child.

I got that, Steve. These good folks dedicate a tremendous amount of their time and barely get a thank-you.

I still think 14 years is too long.

7 years seems a long time to me too!

I have sit on several boards and after 3 years you always need new blood to give you new ideas and keep your board current. It also encourages more involvement in the organization. The board also has the chance to be dominated by one member for a long length of time..which is not good for any organization. New ideas are always worth discussion. I would encourage the School Board to review this part of their By-Laws.

Has the School Board reviewed this policy since 1947 (as stated in Mr. Marklings' information)? Maybe it is time to review this policy. In most organizations you review your policies or By-Laws along with Long Range Plans every 3 to 5 years to keep your organization relevant.

Has this been done? Maybe it should?

As a point of clarification, this is not a School Board policy.

R.C. 3375.15 is a statute enacted by the Ohio General Assembly. The effective date of this current statutory language, as passed by the Ohio General Assembly, was July 24, 1990.

Seven years is way too long, and how are they chosen?

More to the point, what policy is in place to remove a person that becomes, say
becomes disruptive, or actually begins to work to harm the Library?
