Plan Review and Permits for Lakewood- anyone know?

Is it true that Lakewood currently has no active plans inspectors that are reviewing projects that have been put in for permit? If so, will businesses and builders going to want to take a chance on a city that cannot review and permit projects in a timely fashion? Does anyone know what is going on?
