it is historically common that a newspaper endorse one Candidate or Another Candidate.

The way I read it, The Plain Dealer endorses Obama.
But I liked this statement, "Certainly, either would be a huge improvement over the incumbent." Good to know.

Really? But a few days ago newspapers weren't allowed to endorse candidates?
If it's the LO, then there are no rights? And if it's the PD then they can do whatever they want?
I wonder why it's so quiet on the Deck all of a sudden...

Ah. I see the problem.
Newspapers endorse candidates all the time. They agree that they wish to do this and establish a process for it.
The LO board has agreed to not make endorsements for candidates and so, has not formed an endorsement board.
This could change, but it hasn't changed yet.
Each board member probably has candidates whom they personally endorse, but that's a very different situation from having the paper make an endorsement.
