Was This Economic Crisis Planned?

It's not that hard to panic financial markets, especially when institutions are heavily leveraged and key individuals have access to hundreds of billions of dollars.
I do not know if it was planned.
It was easy enough to anticipate with near certainty 2, 5, 10, or even 20 years ago.
