This article just scratches the scratches on the surface:

I don't know if there was ever a golden age of American managerial competence but there is now an age of American incompetence. Government and business alike are run by carpet baggers.
I think it stems from a detachment of the managers from the institutions they manage. They have no concern for the entity they manage only their next bonus check, the government sinecure or pension. If it all falls apart two weeks after they start a new job or retire so what?
I have a friend who has been making six figures in the IT industry since he was 25 years old. Every company he has ever worked for went bankrupt and every time he joins the next company it's at a higher level. I joke that he always leaves town one step ahead of the sherrif.
I think the joke is on us.
