City Building on Lake Road

Maybe this is some general knowledge thing that I don't know, but what is the house on Lake Ave that says it's owned by the city, 13883?

Yes, but why does the sign on the fence to the right of the driveway say City of Lakewood? Maybe I am misinterpreting what that means and it's just a location sign.

Just a guess, but I'm thinking, that it is the fence that is owned by the City Of Lakewood. Most fences are owned by the individual(s) that own the property, but Chase Lane is a public access between Clifton Blvd and Lake Ave. and is maintained by the city.
Perhaps, if you checked out Rose Lane farther east you'd see a similar sign.
If the fence was to sustain any type of damage or needed repair of some kind, it'd be the city's responsibility, rather than the abutting homeowner.

According to the county auditor's website, parcel 312-21-011, 13883 lake road, is not owned by the city.

Next to it is Chase Lane, the pedestrian only public path, has its own parcel #, 31221012, is owned by the city.
