Are O’Leary’s Repeated Texts Illegal?

O’Leary’s bombarding me with text messages may actually be illegal under Federal law.
I did not consent to receive these. In fact, I’d like to know how he got my cell number.
Here is the gist of the law. AFAICS, these must be robo dialed calls, making them clearly ILLEGAL.
