Lakewood's Very Own GoFundMe Scandal

Most of you are familiar with the recent GoFundMe scandal involving the young couple and the homeless man:

Apparently its a felony to use a charity to raise money for one purpose and spend the money on something else. It's considered theft by deception.
Did the Lakewood Hospital Association engage in theft by deception when they continued to raise money for a Hospital that they new would soon be closed?
Did they engage in a criminal conspiracy when they plotted to keep the closure plans a secret while they continued to accept donations?
I guess the lawyers will have to weigh in on that one.
Personally I think there is substantial evidence that the LHA engage in a criminal conspiracy to engage in theft by deception. Will they ever be investigated or prosecuted?
Not likely. The filing of false polices, the failure to obey open records laws, lying to the courts, and using threats of violence to silence the opposition went without prosecution or investigation.
One big advantage the Mayor and his supporters had was that they knew that they were immune from prosecution.
